Addison City Manager Appoints Scott Neils Interim CFO

Addison City Manager Wes Pierson announced today the appointment of Dr. Scott Neils to serve as Addison’s Interim Chief Financial Officer.  Dr. Neils has over 30 years of successful senior management experience as an executive in municipalities, finance and banking, software development, Internet and E-commerce, manufacturing and consulting.

Most recently, Dr. Neils taught Financial and Managerial Accounting at Collin College in McKinney, TX. He previously served in Watauga, Texas as City Manager and Finance Director.  Before joining Watauga, Dr. Neils served as Compliance Officer for TCM Bank N.A., a $150 million credit card bank and wholly owned subsidiary of Independent Community Bankers of America (ICBA). His previous assignment was Compliance Officer for Bank of Whitman, in Pullman, WA. Bank of Whitman is a $690 million community bank with 20 branches in eastern Washington. Along with his compliance duties, Dr. Neils was also responsible for marketing, asset-liability management, physical and information security, and training. Prior to Bank of Whitman, Dr. Neils served as President and CEO of TS&B Financial Services, Inc. (TSBFS). TSBFS was a full-service Merchant and Investment Banking Company, which was a wholly owned subsidiary of TS&B Holdings, Inc., a public company. He was Chief Financial Officer of the parent company. His previous assignment was as COO – Agriculture of Ball Enterprises, a $200M holding company engaged in agribusiness, real estate  development, and other activities. Dr. Neils worked directly as the operating officer in several entities including high quality fresh beef production, an export company, and a weekly newspaper.

“Scott has strong experience and an impressive skill set,” said Addison City Manager Wes Pierson.  “He’s breadth of experience in both the public and private sector will serve the Addison community well and we are pleased to have him as part of our team.”

Dr. Neils earned a Doctor of International Business Administration (DIBA) degree from Nova Southeastern University, Fort Lauderdale, Florida, an MBA from Pacific Lutheran University, Tacoma, WA, and a BA in Business Administration from the University of Washington. Dr. Neils has earned the Certified Public Accountant, Certified Management Accountant, and Certified Government Finance Officer credentials, along with other compliance designations. Neils is a retired Army Reserve Officer with over 21 years of service, earning the Meritorious Service and Bronze Star Medals, among others, and Ranger, Airborne and Expert Infantry Badge awards.

Meet Randy!

23 years. That’s how long Assistant Director of Recreation Randy Rogers has worked for the Town of Addison, ever since a coworker first showed him a newspaper listing that would change the course of his career. And during that time, he’s seen just about every aspect of what he calls the “Addison Way,” which is Addison’s commitment to providing exceptional service to the community.

Randy has played a major role in all things recreation in Addison throughout his time here from the 2003 Athletic Club expansion project to the newly designed master plan for recreation. But despite all the improvements he’s been a part of in the Town, what Randy cherishes the most from his career in Addison is the people. “Just the interaction with the residents is really amazing, you really get to know them on a casual basis,” says Randy. “Also, the employees that I work with here are just fantastic, so I really enjoy that part of the day.”

Outside of all the work he does to provide residents with diverse recreational services, Randy once wanted to become a professional surfer when he was growing up near the beaches of Wilmington, North California. He now spends his time mountain biking on trails throughout DFW. He also enjoys exercising, spending time with his family, and spending time outdoors.
